The Virginia Association of First Responders community is a close family. From time to time, we share updates on members and their loved ones so that we may keep them in our thoughts, prayers, and support them during difficult times.
In Memory: Carol Anne Norville
It is with deep sadness that the Department of EMS shares the passing of Davis Corner Life Member Carol Anne Norville on Oct. 10, 2026.
Carol dedicated her life to public service. She was a proud graduate of the University of Virginia, where she pursued her calling to become a nurse. Her life was defined by a genuine passion for helping others and making a difference wherever she went. Carol proudly served her country as a nurse in the United States Navy as a Lieutenant, demonstrating her commitment to leadership, service, and duty. She later continued that spirit of service as a paramedic with Davis Corner Volunteer Rescue Squad and dedicated more than 20 years to caring for patients as an intensive care unit (ICU) nurse. Whether serving her country, responding to an emergency, or providing compassionate care at a patient’s bedside, Carol approached every role with a servant’s heart and an unwavering commitment to others.
The love Carol shared with everyone she met was immeasurable. She touched countless lives through her military service, her profession, her ministry, her friendships, and the love she gave so freely to her family. Her kindness, compassion, steadfast faith, and willingness to serve others will never be forgotten. Though her earthly journey has come to an end, the seeds of faith she planted and the lives she touched will continue to grow and flourish for generations to come.
Our thoughts and heartfelt condolences are with her family, friends, and the entire EMS Service family.

Glenn Sullivan passed away yesterday. We are saddened to report the passing of one of Forest View’s Life Members, Stuart Hall, after a long illness. He served Forest View for over 60 years. His career as a police officer spanned a total of 47 years, both with The City of Richmond and then with the Virginia State Capitol Police.

Christiansburg, VA
James Coby Fizer, 73, of Christiansburg passed away on August 11, 2026 from injuries sustained from a motorcycle accident doing what he loved on July 31.
Coby was a Deacon at the New River Valley Biker Church and served in the Patriot Guard. For over ten years he and Anita rode with Rolling Thunder, starting at Volvo in Dublin and ending in Washington D.C.
He was a 50+ year life member of Christiansburg Rescue Squad, where he received the Life Member of the Year award, along with many other accolades. He also held several offices during his tenure with the rescue squad. Additionally, he was a life member of District 7 Virginia Association of 1st Responders.
Coby enjoyed his work life, where he was Facilities and Fleet Director for New River Valley Workshop, which later became Goodwill Industries of the Valley.
Coby was a member of the Christiansburg McDaniel’s Masons Lodge, Blue Lodge, Scottish Rites, and the Odd Fellow’s lodge.
He was preceded in death by his parents, Paul James Fizer and Alene Whitaker; father and mother-in-law, Buford and Bert Davis; and sister, Linda Fisher.
Coby is survived by his wife of 40 years, Anita Davis Fizer; daughters, Jaime Williams with Jerry Dixon, and India Fizer with Rodney Poff; granddaughters, Cheyenne Martin and husband, Adam, and Cherokee Williams; sister, Becky Levesque; brother-in-law, Allen Davis and wife, Tammy; sister-in-law, Cindy Primm; Denise Smith (mother of Jaime Williams); fur babies, Scooter, DooDoo, Callie, Peeps, Tippy, and Lilly; and numerous nieces and nephews.
The family will receive friends on Saturday, August 15 from 12 to 2 p.m. at Horne Funeral Home. Funeral services will follow in the funeral home chapel with Pastor Joe Walker officiating.
Jimmy Dillard, age 93 (District 10 Life Member/ LifeCare) has been in the hospital at Mary Washington.
